Harford Recovery Center is located at 7 Aberdeen Shopping Plaza, Aberdeen MD 21001 (Ollie’s Shopping Center). No appointment needed, stop on in. The Harford Recovery Center, which opened its doors on September 3, 2021, has become a crucial resource for those affected by substance use. Since launching our Syringe Service Program in July 2022, we have made significant progress by partnering with the Problem Solving Courts to assist individuals struggling with substance use. We provide essential transportation services, including rides from the detention center for those most at risk of overdose and transportation to recovery supports. Additionally, we offer Narcan training to local stakeholders and community members, and we extend outreach and support to local substance treatment programs and sober living organizations. Our active participation in community events and collaboration with community partners and law enforcement further enhances our efforts. By working together, we are dedicated to building a stronger, more supportive, and healing community while striving to prevent overdose deaths and help individuals find their path to recovery.
Furthermore, we assist individuals in securing funding for recovery housing, recognizing the critical role stable housing plays in the recovery process. Through available grants and partnerships, we aim to reduce barriers to treatment and provide comprehensive support for those on their journey to recovery.

Meet Neilsen , our Amazing Assistant Program Supervisor at the Harford County Recovery Center!
Neilsen has been an essential part of Voices of Hope for nearly three years. What started as a role as a Certified Peer Recovery Specialist (CPRS) has grown into leadership as a Shift Supervisor, and now as Assistant Program Supervisor—where he continues to excel.
What sets Neilsen apart is his unwavering dedication to the people we serve. He goes above and beyond to make sure no participant is left without support, connecting them to the resources they need with compassion and integrity. Whether helping someone navigate recovery services or offering a listening ear, Neilsen approaches every interaction with care and respect.
He also supports our staff, assisting the Program Supervisor with a variety of responsibilities and stepping in wherever help is needed. No task is too small or too large for him. His initiative, reliability, and leadership inspire those around him and strengthen our team.
