The Cecil Recovery Center is open 24 hours a day, 7days a week, 365 days a year! The Center is located at 227 Howard Street, Elkton, MD 21921. No appointment is needed, stop on in. To talk to a Peer by phone please call 443-993-7055.

Our Services

Overdose Prevention & Harm Reduction

  • Free Narcan and training on how to use it to reverse an overdose

  • Education on safer use and safer sex

  • Hepatitis C testing and education

  • Access to harm reduction supplies

Support & Recovery Services

  • Help getting into treatment, available 24/7

  • Transportation to treatment, if needed

  • One-on-one support from Peer Recovery Specialists

  • Help creating a recovery plan that works for you

  • Help finding a recovery house

Mental Health Support

  • Mental health support groups in a safe, welcoming space

  • A place to talk, connect, and feel supported

Family & Community Support

  • Support for friends and family members

  • In-person recovery meetings

  • Recovery-friendly events and activities

Community Services

  • Syringe clean-up requests

Training & Opportunities

  • Training and internship opportunities for:

    • Maryland Certified Peer Recovery Specialist (CPRS)

Staff Spotlight

Gary is compassionate, dependable, and dedicated, bringing both lived experience and a strong commitment to his role at Voices of Hope. His journey with our organization began as a resident in our Men’s Recovery House after completing treatment at Recovery Centers of America, and he remains a proud member of the Voices of Hope Alumni. Since joining our team, Gary has continued to grow personally and professionally while making a meaningful impact throughout Cecil County.

Gary currently serves as our Overdose Survivor Outreach (OSO) Lead, where he works closely with valued community partners to connect individuals with support, resources, and hope. Gary's passion for outreach shows in his daily work. 

Committed to continued growth and service, Gary is currently in the application process to become a Certified Peer Recovery Specialist (CPRS). He consistently demonstrates a willingness to step up wherever needed whether during outreach events, community cleanups, or supporting the daily operations of the center.

Above all, he approaches every interaction with compassion, dedication, and a genuine passion for helping others. We are grateful for Gary’s commitment to Voices of Hope and for the positive difference he continues to make in the lives of individuals and throughout our community.
